How to read it
Shows how far the budget leans on oil and gas: this is the part of spending other revenue does not cover. The level says little about policy on its own; the change is what matters, and that change is the fiscal impulse.
How it is measured
The trailing twelve-month non-oil balance over four-quarter nominal GDP. Twelve months on both sides, or one would carry a season the other does not. The denominator is nominal because the numerator is in current roubles too.
