Federal budget balance excluding oil and gas revenue, cumulative from the start of the year, RUB billion. Negative is a deficit.
How to read it
Shows how much of spending is not covered by revenue unrelated to oil and gas — that is, how far the budget depends on commodity conditions. Read year over year rather than month to month: within a year the figure grows by construction, because the series accumulates, so the comparison is with the same month a year earlier. A widening deficit does not by itself mean stimulus; it can equally reflect revenue falling away.
How it is measured
Minfin publishes the non-oil-and-gas balance as its own line in the monthly federal budget execution data, so nothing is derived here. Which revenues count as oil and gas is set by budget law and has changed; splitting them ourselves would be wrong in exactly the years the tax regime moved. The series is cumulative from January, so the December figure is the whole year rather than the month. The sign is the source's: negative is a deficit.
