This is the fiscal buffer. A shrinking liquid part alongside a growing headline fund is the common pattern: money is not spent but moved into illiquid holdings.
How it is measured
The total fund less money in other permitted assets. Minfin publishes no liquid row, naming the figure only in the prose of its monthly release; the identity was checked against two independent months, 1 July and 1 August 2026, where the difference equalled the published amount.
