How to read it

Half of the explanation for a budget balance: a deficit can widen because receipts fell or because spending rose, and the balance alone does not say which happened. The series accumulates, so the comparison is with the same month a year earlier rather than with the previous month. Revenue rising in roubles under high inflation is not the same as revenue rising.

How it is measured

The total-revenue line of Minfin's monthly federal budget execution data. Cumulative from January, so the December figure is the whole year rather than the month. It is the sum of oil-and-gas and non-oil-and-gas revenue, and all three lines are published by the source — none is derived from the other two.
