How to read it
Depends on the oil price, export volumes and the rouble at the same time, so a fall does not by itself say which of the three moved. Most useful as a share of total revenue — a measure of how far the budget depends on commodities.
How it is measured
Revenue classified as oil and gas by budget law: mineral extraction tax on hydrocarbons, export duties and the additional income tax. Cumulative from January.
