How to read it
The base for the credit impulse. The level says little on its own - it almost always rises; the flow and its change are what carry information.
How it is measured
The roubles element of the same Bank of Russia dataset as the headline debt. The foreign-currency book is excluded not for convenience: it is revalued with the exchange rate, so in derived measures a currency move looks like new lending.
