How to read it

A very low rate does not by itself mean a strong economy: it can reflect a shrinking labour force rather than rising employment. Read it alongside wages and productivity rather than as a signal on its own.

How it is measured

Share of the labour force unemployed on the ILO definition: without work, looking for it, and available to start. Estimated from the labour force survey rather than from registrations at employment offices, which are markedly lower. From 1 January 2023 the series is published for the Russian Federation excluding the territories admitted that year; earlier values are on the former boundaries.
