How to read it
Household expectations run persistently above actual inflation, so the level matters against its own history rather than against CPI. The Bank of Russia cites this series explicitly in rate decisions.
How it is measured
The median of respondents' direct answers in the inFOM survey commissioned by the Bank of Russia. A median rather than a mean: the distribution has a long right tail that would pull an average upward.
