How to read it
The earliest available read on a turn: the annual rate lags a turning point by up to three quarters, this one does not. The price is noise - annualising multiplies a single quarter's random variation by four - so a single reading should not be read on its own. It is meant to be read beside the annual rate, and the divergence between them is the signal.
How it is measured
Rosstat publishes real GDP as a seasonally adjusted level in constant prices. This is the ratio to the previous quarter raised to the fourth power: (GDP_t / GDP_t-1)^4 - 1. It is computed only across two consecutive quarters; a gap in the series produces no value.
