Closer to the persistent component, because it does not respond to one-off shocks. The gap against headline is itself informative: it shows how much of current inflation is the volatile components.

How it is measured

Core CPI excludes fruit and vegetables, fuel and regulated services - the components driven by weather, world commodity prices or administrative decisions.
